Duties, Roles and Responsibilities
- Lead the NDWH stabilization plan including performance tuning, storage optimization, and pipeline reliability
- Oversee design and operation of scalable ingestion pipelines from priority source systems
- Establish data-quality controls for schema validity, completeness, duplication, and reconciliation
- Develop documented source-to-report lineage, metadata, and data dictionaries
- Support development of verified indicator data marts and dashboards
- Manage technical work of ETL engineers and collaborate with analytics and cybersecurity staff
- Implement monitoring for pipeline success, latency, failures, and data-quality exceptions
- Mentor MOH and Ugandan partner engineers in warehouse operations
Qualifications, Education and Competencies
Qualifications & Experience:
- Bachelor's or Master's degree in data engineering, computer science, or related field
- At least 7 years of experience in data engineering, ETL/ELT, and data warehouse management
- Experience with PostgreSQL, SQL optimization, Python, Airflow/dbt, and monitoring tools
Skills & Competencies:
- Experience with DHIS2, health data systems, or public-sector analytics is strongly preferred
- Strong technical leadership and mentoring capabilities
- Professional fluency in English
