Description (Public)

The African Centre of Excellence for Access to Justice (ACE-AJ) is seeking an Executive Coordinator for its Secretariat, hosted by the Legal Aid Forum (LAF) in Kigali, to provide day-to-day coordination of the Pan-African network, translate its 2024–2030 Strategic Framework into costed annual work plans, and lead membership engagement, resource mobilisation and governance support across countries.

Duties, Roles and Responsibilities

  • Provide proactive day-to-day coordination of ACE-AJ as a Pan-African network and maintain substantive engagement with members across countries, regions and languages.
  • Develop an annual member-engagement architecture covering consultations, focal-person meetings, peer exchanges, communities of practice and regional or continental convenings.
  • Maintain structured two-way communication between the Secretariat, Board, General Assembly, founding members and strategic partners.
  • Lead strategic membership growth with attention to geographic balance, and coordinate admission, onboarding, retention and an accurate membership database.
  • Translate the 2024–2030 Strategic Framework into costed annual work plans, implementation matrices, institutional calendars and measurable performance commitments.
  • Develop a Secretariat performance dashboard and institute quarterly implementation reviews with concise performance briefs for the Board.
  • Advance holistic, people-centred justice by connecting formal, informal and community-based justice actors and promoting recognition of community-based justice practitioners.
  • Ensure the perspectives of poor, vulnerable and marginalised communities remain central to programmes, research and advocacy.
  • Maintain a credible, diversified funding pipeline, lead proposal development and manage donor and strategic-partner relationships.
  • Support governance bodies, institutional development, policies and compliance with the ACE-AJ Constitution and hosting arrangements with LAF.
  • Supervise Secretariat personnel and coordinate consultants, technical advisers, interns and staff designated by member organisations.

Qualifications, Education and Competencies

Qualifications & Experience:

  • Master’s degree in law, Human Rights, Development Studies, Public Policy, International Relations, Governance, Programme Management or a closely related field (a strong bachelor’s degree with substantial relevant senior experience may be considered).
  • At least 5 years of progressively responsible professional experience in access to justice, legal empowerment, human rights, governance, civil society strengthening, international development or network leadership.
  • Demonstrated experience coordinating a network, coalition, secretariat, regional platform or multi-country partnership; substantial experience across several African countries strongly preferred.
  • Proven experience in resource mobilisation, proposal development and donor relationship management.
  • This recruitment is primarily intended for Rwandan nationals and non-Rwandan nationals already legally resident and authorised to work in Rwanda; no relocation or sponsorship is provided.

Skills & Competencies:

  • Continental network leadership, coalition management and movement building.
  • Strategic execution and disciplined follow-through.
  • Cross-cultural diplomacy and ability to work across borders, time zones and institutions with limited supervision.
  • Programme leadership, monitoring and learning, and multi-country coordination.
  • High-level writing, communication, advocacy and representation.
  • Research literacy, evidence use and knowledge translation.
  • Sound judgement, political and institutional sensitivity, integrity and independence.
  • Excellent written and spoken English; working knowledge of French is a strong advantage.
