MEL & Evidence-Pack Lead, DART

• Lead development and maintenance of the project MEL plan, indicator reference sheets, and evidence-pack architecture
• Establish quality-assurance processes for milestone evidence including procurement records, installation certificates, and training records
• Coordinate verification readiness across all technical workstreams
• Develop and manage project dashboards, progress-review tools, risk tracking, and learning agenda
• Lead preparation of quarterly progress reports, annual reports, and donor reporting inputs
• Support verified baseline publication and performance reporting
• Coordinate with MOH, USG, third-party verifiers, and LFA representatives on data quality
• Build capacity of technical staff in documentation and evidence quality

Qualifications & Experience:

• Master's degree in public health, M&E, statistics, economics, health informatics, or related field
• At least 7 years of experience in MEL, performance management, donor reporting, or verification
• Experience with USG-funded programs, fixed amount awards, or milestone-based mechanisms

Skills & Competencies:

• Strong skills in indicator design, data quality assurance, and evidence management
• Excellent organization, attention to detail, and stakeholder coordination
• Professional fluency in English
