Description (Public)
Duties, Roles and Responsibilities
- Plan and oversee the entire procurement lifecycle, from establishing technical specifications to contract delivery and file closure
- Prepare tendering documents, evaluate complex bids, and perform total cost of ownership (TCO) assessments
- Perform market research, supplier assessments, price benchmarking, and risk management regarding international shipping and customs clearance
- Maintain up-to-date trackers, reports and organized files for audits and management reviews
Qualifications, Education and Competencies
Qualifications & Experience:
- Bachelor's Degree in Procurement and Supply Chain Management, Logistics or a related field
- Proven track record in handling high-value/high-volume procurement independently
- Strong familiarity with Ugandan import procedures and national/international vendor networks
- Practical experience in healthcare logistics (pharmaceuticals, medical devices, consumables) or EU-funded projects is highly advantageous
Skills & Competencies:
- Knowledge of EU PRAG procurement standards
- Negotiation and supplier-management skills
- Strong organizational and reporting discipline
