• Design and operationalise an M&E framework aligned to project objectives, outputs and outcomes.
• Develop indicators covering incubation stages, grants and community engagement.
• Track progression of entrepreneurs across the pipeline from 1,000 to 450 to 180 participants.
• Develop and deploy data collection tools for attendance, participation, performance and outcomes.
• Set up real-time data collection and reporting across regions and activities.
• Work with field officers to ensure consistent and accurate field-level data.
• Monitor startup performance indicators including business growth and milestone achievement.
• Track grant performance and alignment between disbursement and results.
• Monitor mentor engagement and effectiveness.
• Conduct baseline, midline and endline assessments where applicable.
• Analyse data and generate actionable insights for programme improvement.
• Ensure data quality, integrity and compliance with reporting standards.

Qualifications & Experience:

• At least 3 to 5 years of experience in monitoring and evaluation, MEL, programme performance management or research.
• Demonstrated experience designing M&E frameworks, results frameworks, indicators, data collection tools and reporting systems.
• Proven experience tracking outputs, outcomes, beneficiary participation and performance against targets.
• Experience supporting baseline, midline and endline assessments, surveys and evaluations.
• Experience maintaining databases, dashboards and data quality assurance systems.
• Experience with entrepreneurship, incubation or donor-funded programmes is an added advantage.

Skills & Competencies:

• Quantitative and qualitative data analysis and interpretation.
• Familiarity with KoboToolbox, ODK, Excel, Power BI or similar tools.
• Accuracy and attention to detail in data management.
• Clear written reporting.
