Senior Monitoring and Evaluation Officer

• Develop and implement Monitoring and Evaluation frameworks, tools and systems to track the implementation and performance of the TVET Council's Strategic Plan, programmes, projects and regulatory initiatives
• Coordinate the development, review and alignment of performance indicators, targets and reporting frameworks with the TVET Council's strategic priorities, national TVET objectives and results-based management approaches
• Coordinate the collection, validation, analysis and interpretation of quantitative and qualitative data to assess progress, outcomes and effectiveness of TVET Council initiatives
• Prepare timely and accurate performance reports, including quarterly, annual and management reports, to support evidence-based decision-making and accountability
• Monitor the implementation of strategic and operational plans, identify performance gaps, assess risks and recommend corrective actions
• Support the design and implementation of evaluations, including baseline studies, programme reviews and mid-term evaluations
• Develop, maintain and continuously improve M&E databases, dashboards and reporting systems to facilitate accessible performance information
• Conduct data quality assessments, verification exercises and performance reviews to enhance the accuracy, completeness and reliability of performance data
• Coordinate performance review processes and reporting engagements within the TVET Council departments
• Document and disseminate lessons learned, good practices, innovations and success stories to strengthen institutional learning
• Support the integration and utilization of digital monitoring tools, data analytics and visualization approaches
• Undertake any other duties and responsibilities as assigned by the supervisor

Qualifications & Experience:

• Master's degree in Monitoring and Evaluation, Statistics, Economics, Social Science, Public Policy, Education or a related field
• A minimum of a Bachelor's degree in statistics, economics, social sciences or a related relevant field is required
• A professional certification in M&E is an added advantage
• At least three (3) years of relevant working experience in Monitoring and Evaluation, preferably within the public sector or development environment
• Demonstrated experience working within the public sector or development environment will be an added advantage

Skills & Competencies:

• Strong expertise in M&E methodologies and tools
• Knowledge and practical skills in designing, implementing and managing M&E frameworks, tools, indicators and reporting systems
• Ability to collect, validate, analyse and interpret quantitative and qualitative data using appropriate analytical techniques
• Knowledge of strategic planning, performance monitoring, programme evaluation and institutional reporting
• Skills in conducting assessments, preparing analytical reports and documenting lessons learned
• Ability to coordinate with stakeholders, work within a team, facilitate performance reviews and utilise digital platforms, dashboards and data visualization tools
• Willing to undertake frequent field travel
